Jonathan A. Small, MBA, SPHR-SCP
Jonathan A. Small is an accomplished human resources executive with more than 25 years of
leadership experience driving organizational transformation, operational excellence, and workforce
strategy across higher education, healthcare, and complex nonprofit organizations. He currently
serves as Vice President of Human Resources at Tulane University, where he provides executive
leadership for the University's human resources strategy, operations, and organizational
effectiveness initiatives.
At Tulane, Jonathan leads an enterprise HR organization responsible for talent strategy, employee
and labor relations, compensation, benefits, HR technology, organizational development,
compliance, and HR operations. He has played a central role in modernizing the University's HR
operating model through the implementation of Oracle Cloud HCM, enterprise process redesign,
compensation modernization, and data-driven decision making. His leadership has also advanced
major initiatives in benefits strategy, retirement plan governance, workforce planning, succession
management, and organizational effectiveness while delivering measurable operational efficiencies
and financial savings.
Jonathan is widely recognized for his ability to integrate strategic vision with disciplined execution.
His leadership philosophy emphasizes building high-performing organizations through
collaboration, accountability, innovation, and service. He has successfully led large-scale
organizational change efforts, strengthened governance frameworks, negotiated complex employee
and labor relations matters, and developed leadership capabilities that align talent strategies with
institutional priorities.
A recognized advocate for responsible innovation, Jonathan is leading efforts to integrate artificial
intelligence into administrative operations, positioning HR as a catalyst for enterprise
transformation. His work focuses on leveraging AI to improve service delivery, enhance
decision-making, strengthen compliance, and increase operational efficiency while maintaining a
strong commitment to ethical governance and the employee experience.
In addition to his executive responsibilities, Jonathan serves as Chair of Tulane University's
Retirement Committee and Chair of the University's Investment Committee, providing fiduciary
oversight for significant institutional retirement assets. He also serves on the University's Finance
Committee, contributing to enterprise-wide financial and strategic planning.
Before joining Tulane University, Jonathan held senior executive human resources leadership
positions in higher education, healthcare, and the private sector, leading enterprise initiatives
involving organizational transformation, executive leadership, workforce strategy, compensation,
labor relations, and operational excellence.
Jonathan earned a Master of Business Administration from Indiana Wesleyan University and a
Bachelor of Arts in Human Resource Management from Towson University. He holds the Senior
Professional in Human Resources–Senior Certified Professional (SPHR-SCP) designation and is
recognized for his expertise in strategic human capital management, organizational transformation,
executive leadership, governance, and operational innovation.
Beyond his executive leadership responsibilities, Jonathan is an active real estate investor and
managing partner of TOCO Group LLC, where he focuses on the acquisition, redevelopment, and
long-term stewardship of multifamily residential properties. His investment philosophy emphasizes
disciplined underwriting, neighborhood revitalization, and creating sustainable value through
strategic asset management.
